Organization Overview

“The primary goal of the ILO today is to promote opportunities for women and men to obtain decent and productive work, in conditions of freedom, equity, security and human dignity”. (ILO Director – General Juan Somavia)

The International Labour Organization (ILO) is a UN specialized agency which seeks the promotion of social justice and internationally recognized human and labour rights. The ILO was founded in 1919 and became the first specialized agency of the United Nations in 1946. ILO Headquarters are located in Geneva, Switzerland.

The ILO has four principle strategic objectives:

  • to promote and realize standards and fundamental principles and rights at work;
  • to create greater opportunities for women and men to secure decent employment;
  • to enhance the coverage and effectiveness of social protection for all;
  • to strengthen tripartism and social dialogue.

ILO Decent Work Technical Support and Country Office for Eastern Europe and Central Asia (DWT/CO) has worked in Moscow since 1959. The Office coordinates ILO activities in ten countries – Russian Federation, Tajikistan, Azerbaijan, Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Turkmenistan and Uzbekistan.

The ILO has a unique tripartite structure unique in the United Nations, in which employers and workers’ representatives – the “social partners” of the economy – have an equal voice with those of governments in shaping its policies and programmes. The ILO also encourages this tripartism within its member States by promoting a “social dialogue” between trade unions and employers in the formulation and implementation of national policy on social, economic and many other issues.

The Republic of Tajikistan is a member of the ILO since 1993 and is committed to the International Labour Organization standards and principles and it pays due attention to fundamental standards and rights in the sphere of labor in its state policy and implement them step by step. 48 ILO Conventions and 20 recommendations, including all eight fundamental, are ratified and in force in the country.

IFAD – International Fund for Agriculture Development

 

Organization Overview

The International Fund for Agricultural Development (IFAD), a specialized agency of the United Nations, was established as an international financial institution in 1977 as one of the major outcomes of the 1974 World Food Conference. The conference resolved that “an International Fund for Agricultural Development should be established immediately to finance agricultural development projects primarily for food production in the developing countries”.

IFAD is dedicated to eradicating rural poverty in developing countries. Seventy-five per cent of the world’s poorest people – 1.05 billion women, children and men – live in rural areas and depend on agriculture and related activities for their livelihoods. Working with rural poor people, governments, donors, non-governmental organizations and many other partners, IFAD focuses on country-specific solutions, which can involve increasing rural poor peoples’ access to financial services, markets, technology, land and other natural resources. IFAD’s goal is to empower poor rural women and men in developing countries to achieve higher incomes and improved food security.

GIZ – Deutsche Gesellschaft für Internationale Zusammenarbeit

 

Organization Overview

The “Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH” (German International Cooperation) was formed on 1 January 2011. It brings together the long-standing expertise of Deutscher Entwicklungsdienst (DED) gGmbH (German Development Service), Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH (German Technical Cooperation) and Inwent – Capacity Building International, Germany under one roof.

The services delivered by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH draw on a wealth of regional and technical expertise and tried and tested management know-how. As a federal enterprise, GIZ supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. GIZ is also engaged in international education work around the globe.

GIZ offers demand-driven, tailor-made and effective services for sustainable development. To ensure the participation of all stakeholders, GIZ applies a holistic approach based on the values and principles upheld in German society. This is how GIZ facilitates change and empowers people to take ownership of their own sustainable development processes. In doing this, GIZ is always guided by the concept of sustainable development, and takes account of political, economic, social and ecological factors. GIZ supports its partners at local, regional, national and international level in designing strategies and meeting their policy goals.

GIZ operates in many fields: economic development and employment promotion; governance and democracy; security, reconstruction, peacebuilding and civil conflict transformation; food security, health and basic education; and environmental protection, resource conservation, tourism and climate change mitigation. GIZ also supports its partners with management and logistical services, and acts as an intermediary, balancing diverse interests in sensitive contexts. In crises, GIZ carries out refugee and emergency aid programmes. As part of our services, GIZ also seconds development workers to partner countries or place integrated and returning experts within local employers.

GIZ also promotes networking and dialogue among actors in international cooperation. Capacity development for partner-country experts is a major component of GIZ’s services, and GIZ offers its programme participants diverse opportunities to benefit from the contacts they have made. GIZ also gives young people a chance to gain professional experience around the world – exchange programmes for young professionals lay the foundations for successful careers in national and international markets.

Most of GIZ’s work is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). GIZ also operates on behalf of other German ministries – including the Federal Foreign Office, the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety, the Federal Ministry of Defence, the Federal Ministry of Economics and Technology and the Federal Ministry of Education and Research, as well as German federal states and municipalities, and public and private sector clients in Germany and abroad. These include the governments of other countries, the European Commission, the United Nations and the World Bank. GIZ works closely with the private sector and promotes synergies between the development and foreign trade sectors. GIZ’s considerable experience with networks in partner countries and in Germany is a key factor for successful international cooperation, not only in the business, research and cultural spheres, but also in civil society.

GIZ operates in more than 130 countries worldwide. In Germany, GIZ maintains a presence in nearly all the federal states. GIZ registered offices are in Bonn and Eschborn. German Embassy

 

Organization Overview

The Embassy represents the Federal Republic of Germany as a donor. The funds mentioned below are administrated and distributed to the executing agencies (usually GIZ for technical and KfW for financial assistance, but also DED, GAA and other NGOs) by the German Federal Ministry of Economic Cooperation in Bonn, Germany.

Since 1993 has been providing both technical and financial assistance, primarily in the form of emergency assistance. Since the end of the civil war, Germany and Tajikistan have been moving toward medium and long term economic cooperation. Every year bilateral intergovernmental negotiations take place to define larger projects of technical and financial assistance. The next negotiations will take place in Bonn in autumn 2008. The focus areas of bilateral economic assistance are economic reform and building market economy as well as primary education and health system.

French Embassy

 

French Embassy has 3 main missions : political, economic and cultural. 

On the political point of view, on December 2016 first political consultations were launched and they will be renewed on October 2017. 

On the economic front, the Embassy is working on a mission of the MEDEF International planned in January 2018 and supports all the French companies which are asking questions about the country. 3 main projects followed, mainly in the energy and transport sectors. Construction of a control tower/international airport of Dushanbe.

On the cultural and humanitarian fields: delivering of 4000  books in schools and universities; health initiatives with the support of Foundation Merieux and Aga Khan Foundation (the Institute of mother and child in Kabul supported by France and Aga Khan Foundation could be duplicated in Tajikistan); different projects on education (as opening of a French class in Khujand; cooperation between Sorbonne-Almaty Institute and ministry of Education); exhibition planned in Paris in 2019 with the support of the main museums in Tajikistan.

2018 NDC Session & Development Forum

Development Partners See Key Role for the Private Sector in Advancing Tajikistan’s Development Priorities

Dushanbe, 3 July 2018. The private sector will have to play a key role in ongoing efforts to set Tajikistan’s economy onto a transformational “innovative-industrial” track that fosters investments, innovation, and exports, necessitating important reforms to modernise Tajikistan’s economy and strengthen its business climate. Favourable external developments (such as the opening of large markets in Tajikistan’s immediate neighbourhood), paired with strategic decisions taken to invest into an export-oriented energy sector, have created a unique window of opportunity to transform Tajikistan’s economy and create conditions for increased employment and higher wages.

The members of the Development Coordination Council (DCC) expressed their support to this socio-economic transformation agenda, formulated along the lines of the National Development Strategy up to 2030 and Sustainable Development Goals. With this message, the development partners shared their vision at the 2018 meeting of the National Development Council and Development Forum, chaired by the President of the Republic of Tajikistan, Emomali Rahmon.

“Overcoming post-independence isolation, Tajikistan has an historic opportunity to reconnect to the legacy of the ancient Silk Road, at the intersection between Central, East, and South Asia,” said Jan-Peter Olters, DCC Chair. “The members of the Development Coordination Council are convinced that Tajikistan can take advantage of emerging opportunities and avoid corresponding risks.”


2016 NDC Session

Development Partners Reaffirm their Commitment to Support Tajikistan in Improving Country’s Socio – Economic Development

Dushanbe, June 21, 2016 Tajikistan should continue its efforts to improve its socio-economic development, diversification and competitiveness over the next 15 years, and development partners stand ready to support these efforts – the Development Coordination Council (DCC), announced today at the 2016 meeting of the National Development Council chaired by the President of Tajikistan, Emomali Rahmon.

The National Development Council meeting marked the end of the implementation of the National Development Strategy 2015 and the Tajikistan Living Standards Improvement Strategy (LSIS) 2013-2015 and the start of the new National Development Strategy 2016-2030 and the Medium-term Development Strategy 2016-2020.

Members of the DCC, consisting of 27 multilateral, bilateral, and UN based organizations commended the Government of Tajikistan for aligning its National Development Strategy to the 17 Sustainable Development Goals. These includes equal access for girls and boys to quality education, taking urgent action to combat climate change and its impacts, and promoting peaceful and inclusive societies for sustainable development, providing access to justice for all and building effective, accountable and inclusive institutions at all levels.

The DCC appreciated the Government’s efforts towards achieving the country’s strategic priorities, namely improving energy supply and transport connectivity, ensuring food security, improving public administration, developing the private sector and developing human resources. However, they also emphasized that challenges remain, in particular the creation of sustainable jobs for its growing population, the remaining winter energy deficits, the impacts of climate change, as well as improved nutrition and education for its young population.

The development partners reaffirmed their commitment to support Tajikistan to achieve its development goals and priorities to be reflected in the next Medium-term Development Strategy 2016-2020.

2015 Development Forum

Development Partners will Continue to Support Tajikistan in Improving Country’s Economic Competitiveness

Dushanbe, February 10, 2015 Tajikistan should aim to improve its economic diversification and competitiveness over the next 15 years and the development partners will continue their support ─ the Development Coordination Council (DCC), announced today at the 2015 meeting of the National Development Council and Development Forum chaired by the President of Tajikistan, Emomali Rahmon and Prime Minister, Kohir Rasulzoda accordingly.

The National Development Council meeting marked the end of implementation of the National Development Strategy 2015 and the Tajikistan Living Standards Improvement Strategy (LSIS) 2013-2015.

Members of the DCC, consisting of 30 multilateral, bilateral, and UN based organizations, commended the Government’s efforts towards achieving country’s strategic priorities, namely improving energy supply and transport connectivity, ensuring food security, improving public administration, developing the private sector and developing human resources. They also discussed the remaining challenges related to welfare improvement and poverty reduction, particularly in the rural areas.

Looking forward, the development partners reaffirmed their commitment to support Tajikistan to achieve its development goals and priorities to be reflected in the next National Development Strategy (2016-2030). The new strategy will reflect the theme of improving Tajikistan’s economic efficiency, diversification and competitiveness. Joint development of the strategy will result in more effective development assistance through closer collaboration between international development partner organizations and Government of Tajikistan in the coming years.
