DCC Environment and Climate Change Project Matrix updated

Terms of Reference of the Working Group on Environment and Climate Change sectors.

  1. Overall Goal

To coordinate efforts of Development Partners and Committee for Environmental Protection, Tajik Forestry Agency, Ministry of Agriculture, Ministry of Energy and Water, Committee for Emergency Situation, Ministry of Labour, Migration, and Employment of Population to contribute to government priorities on Environment and Climate Change sectors.

  1. Objectives

The objectives of the Working Group on on Environment and Climate Change sectors are:

i)  To promote discussion on priorities and policies of Tajikistan Government on Environment and Climate Change sectors.

ii) To promote discussion of development partners’ priorities, policy issues related to the development Environment and Climate Change sectors with CEP.

iii) To strengthen information sharing and coordination among development partners and the CEP with regard to ongoing and planned programs and projects, key issues, obstacles, successes etc.

  1. Chairmanship and Membership

3.1. Chairmanship 

The Working Group on Environment and Climate Change sectors is chaired by USAID and co-chaired by UNDP from Development Partners’ side and will be on a revolving basis.

The Working Group on Environment and Climate Change sectors is chaired by CEP from the government side.

3.2. Membership

The following organizations are members of the Working Group: USAID, UNDP, ADB, KOICA, AKDN, GIZ, WB, EBRD, FAO, OSCE, EU,  UNICEF, CAREC, IOM, Committee for Environmental Protection and Tajik Forestry Agency. Additional participants will be invited depending on the topic and issues under discussion.

  1.   Frequency of Meetings

The Working Group will conduct quarterly meetings among Development Partners and the Government of Tajikistan (CEP and the State Committee on Investment and State Property Management) upon invitation of the chair and/or co-chair.  Ad hoc meetings can be held upon request of members. The chair and co-chair will be responsible for developing a draft agenda, arranging meetings, as well as reporting to DCC.

  1. Venue of Working Group Meetings

Working group meetings will be held in the CEP or other Development Partners premises. Upon necessity, other venues may be considered.
