A.  Objectives:

–         To support the Government of Tajikistan (GOT) in formulation of the food security, safety and nutrition policies and strategies for ensuring the higher prioritization of food security and nutrition at the country level, a clear commitment to results and an improved capacity to deliver.

–         To bring together members of relevant  working groups to discuss cross-sectoral issues that contribute to food security, safety and nutrition and ensure good coordination and information sharing among all relevant stakeholders to increase food security, food safety and improved nutrition.

–         Translate information and concerns from operational/technical level to a strategic policy/advocacy level liaising with the DCC Chair and Deputy Chair as needed to enable them to conduct informed and strategic conversations/exchanges with the GOT when required.

–          To advocate to the Government of Tajikistan to revive, and expand the role of the Food Security Council.  Once in place, the FS&N council will support the mandate to provide effective governance for a multi-sectorial approach to food security and nutrition, and with adequate links to the Government led Scaling Up Nutrition (SUN) platform, through information sharing and policy advocacy efforts.. Multi-sectorial governance will ensure that all policies and programmes with an impact on food security and nu­trition (e.g. agricultural, health and social protection policies) incorporate explicit food security and nutrition targets under the Common Result Framework.

–           To advocate to the Government in regards to their implementation and monitoring of the Common Result Framework and Multisectoral Plan of Action for Nutrition.

The Food Security and Nutrition cluster will ensure close coordination among the following Working Groups: Agriculture and Land, Water and Climate Change, Health, Education, Social Protection, and Migration. This coordination will promote a holistic and comprehensive approach in addressing the food security and nutrition concepts.

B.  Membership and Partnership

The Food security, Safety and Nutrition cluster will be chaired by WFP with USAID as co-chair.    The WFP and USAID will lead the cluster, and will facilitate the work of the group.

Current member organizations are AKDN, DFID, European Union, FAO, GIZ, JICA, UNICEF, USAID, WHO, World Bank and WFP. The membership could be revised through decision of the group.

Government counterparts, external consultants, project advisors/specialists, private sector and/or NGOs/civil society may also be invited to attend the cluster meetings when needed.

C.  Frequency of Meetings and Reporting

The FS&N cluster will normally meet on a quarterly basis. The Chairs will also be responsible for developing a draft agenda and maintaining and sharing brief minutes of the meetings and concise reports with the Cluster/DCC when needed/requested.

FS&N Cluster Chairs in coordination with SUN DP Network Chairs may decide to schedule SUN Development Partners Network meeting in a lieu of FS&N cluster meeting to the discuss SUN Movement in Tajikistan.
