DCC WG for Regional Trade Facilitation, Project  Matrix, July 13, 2017

A.   Objectives

A1. Coordination Among the Development Partners

–       Serve as a platform for information sharing, coordination and collaboration related to trade facilitation with regard to ongoing and planned activities;

–       Serve as a forum for discussing policy and procedural issues;

–       Promote consensus on key issues relating to aid based on experiences and lessons learned;

–       Maintain systematic linkages with related DCC working groups and the Economic & Private Sector Development Pillar of the DCC.

A2. Dialogue by the development partners with the government and the private sector

–       Liaise primarily with the Ministry of Economic Development &Trade (MEDT), other ministries and agencies and the private sector on issues related to trade facilitation:

–       Keep these stakeholders informed about the work of the Working Group (through occasional invitations to the WG meetings or separate meetings);

–       Provide a platform for these stakeholders to communicate policy priorities, requests and other issues to the donor partners active in trade facilitation (by invitation to the WG meetings);

–       Serve as a forum for the discussion and formulation of donor partners’ priorities, policy issues or other topics related to trade facilitation and communicate them with one voice to the government and the private sector as appropriate.

B.   Membership

UNDP serves as the chair  (as of February 2018), and OSCE as the deputy chair of this Working Group.  Given the thematic focus of this Working Group, other members are ADB, USAID, GIZ, KfW, UNDP, DFID, SCO, ITC, WB, EU, JICA, AKDN, FAO, EBRD, IFC.

C.   Frequency of Meetings and Reporting

The WG will meet every two months.  Ad-hoc meetings can be called as needed.

The Chair/ Deputy Chair will be responsible for developing a draft agenda prior to the meetings and drafting and sharing summary meeting minutes with the members and the DCC after each meeting.

D.   Secretariat

Secretarial support for the Working Group will be provided by UNDP/OSCE (meeting organization, provision of venue, minutes, other tasks as appropriate).
