Human Development
A. Objectives
– To further the policy dialogue and advocate for identification of solutions and achievement of joint development results with the Government on priority areas in the fields of health, education, social protection and migration.
– To monitor and support achievement of results in their respective areas by the working groups within the purview of the cluster and, in turn, liaise with the Chair and Deputy Chair of DCC as needed.
– To translate information, concerns, from operational/technical level to a strategic policy/advocacy level in order to enable the Chair and the Deputy Chair of the DDC to conduct an informed and strategic conversation/exchange with the GoT when required.
– To participate at the Core Group coordination meetings actively and use the forum for pertinent strategic updates from the respective working groups.
– To ensure good coordination, information sharing and solid data/evidence generation on operational/technical level and involvement of WG representatives at the higher GoT level when needed.
– To ensure adequate level of involvement of relevant Government representatives and to strengthen lines of communication in pertinent discussions with the cluster and related working groups.
– To facilitate conversation and/or exchange of relevant and strategic information relevant across working groups
– To provide strategic oversight of the work of the WGs on ECD and to monitor the progress toward results to ensure cross-sectoral engagement across all WGs
– To provide strategic oversight of the work of the WGs on Food Safety and to monitor the progress toward results to ensure cross-sectoral engagement across all WGs
– To assist DCC Leadership when needed with strategic inputs from the cluster.
The cluster on Human Development incorporates working groups on health, social protection, education and migration.
The cluster will meet on a quarterly basis (minimum) or more often as required. When deemed necessary, relevant government partners might be invited, as well as representatives of civil society organizations. Such meetings will include chairs and co-chairs of the Cluster and the WGs.
Generic ToR for the Working groups (Health, Education, Social Protection and Migration)
A. Objectives
1. To strengthen regular information sharing and exchanges among donors/development partners, and with Government and other partners as relevant, with regard to ongoing and planned results and related interventions (either joint or agency specific) in the relevant area (i.e. health, education, social protection and migration).
- Serve as a forum for sharing reports, papers and other information;
- Serve as a forum for promoting and building sector-wide approaches; and
- Provide an enabling environment for joint efforts and interventions
2. To strengthen exchanges and dialogue among donors on key issues:
- Serve as a forum for discussing policy and procedural issues;
- Promote consensus on key issues relating to aid based on experiences and lessons learned; and
- Ensure systematic linkages with related donor working groups.
3. To conduct joint advocacy on critical issues and priorities
- Facilitate dialogue with relevant Government and NGO partners
- Produce joint policy briefs as required
- Provide coordinated inputs to the design of joint interventions and reviews with the Government (related to the SDGs relevant to the area of work, sector annual reviews, funding and investment requests received, etc.)
- Leverage comparative advantage of development partners around the table to advocate for solutions and results (and removal of any bottlenecks)
4. To ensure that joint activities (and bilateral efforts) contributing to the priority result related to Food Safety are on track.
