Terms of Reference
- Objectives
The Digital Development working group (DD WG) pursues the following three objectives:
- To exchange information among development partners on key initiatives/issues pertaining to DD reforms, and to ensure systematic linkages with other DCC working groups.
- To strengthen the dialogue with the Government of Tajikistan on the implementation of the National Development Strategy 2015-2030 and a range of sectoral policies and strategies, particularly aimed at the development of digital connectivity, e-governance, digital economy, etc.
- To serve as a forum for discussing DD sector policies, including improving the availability of broadband and affordable internet connectivity, creating an e-Government system, and providing digital public services, developing the digital economy and e-commerce, and others.
- Membership and Partnership
Chair: WB / Deputy Chair: SECO
Membership in the DD WG is ensured through the representation of each institution at regular meetings. Program officers and technical experts from each institution shall attend, and heads of missions may participate as desired or needed.
The following development partners are core members of the DD working group: WB, EU, SECO/SCO, USAID, JICA, KOICA, UNICEF, WHO, UNDP, IFC. Other participants will be determined based on the interest following the first meeting.
For selected meetings, DD WG can invite representatives of the Government of Tajikistan, private sector players, independent experts/scholars, civil society organizations and other stakeholders for specific deep dive exchanges.
- Frequency of Meetings and Reporting
The working group will normally meet every three months, unless otherwise decided. The chair (or co-chair) will be responsible for developing draft agendas and maintaining/sharing brief minutes of the meetings.
The first meeting will be held on Thursday, November 17 at 2 pm at the World Bank office.
- Secretariat
The DD WG is supported by secretariat services provided by WB. The Secretariat provides liaison and coordination. The working group will also coordinate closely with DCC Core Group and other DCC working groups.
