Council members consist of the heads of major bilateral, multilateral and UN agencies, as well as diplomatic missions that have explicit development activities and provide significant aid in the country. Membership is voluntary. The Council’s activities are supported by a secretariat hosted permanently by the UN Resident Coordinator Office in Tajikistan.

The current DCC leadership consists of three Co-Chairs: Ms. Parvathy Ramaswami, UN Resident Coordinator in Tajikistan, Ms. Isabel Uriz Hernandez, Head of Cooperation, EU Delegation in Tajikistan and Mr. Holger Wiefel, Director, Head of EBRD in Tajikistan. Ms. Parvathy Ramaswami, UN Resident Coordinator in Tajikistan is the official DCC Co-Chair for all communications with the Government of Tajikistan.

The DCC usually meets once a month; a core group may meet as needed to discuss issues that may be elevated to the entire membership.
