The issues on sustainable financing of HIV response Being discussed in Dushanbe

28 October 2015,United Nations Development Programme in Tajikistan,  Joint United Nations Programme on HIV and AIDS (UNAIDS),through technical support of the Ministry of Health and Social Protection of Population of the Republic of Tajikistan (MoHSPP) and Civil Society Organization “Spin Plus” conducted the national round table on “Steps to Sustainable financing of the HIV response plan in Tajikistan”. 

The main purpose of this event was to discuss the different investment scenarios, the steps for their implementation and actions against the unfavorable socio-economic effects in the context of HIV in the country. Participants of the event discussed the investment options in the field of HIV and issues of gradual transition to the national funding of the activities to fight HIV and AIDS in Tajikistan.

At the beginning of the event,Dr. Jafarov Navruz, Deputy Minister of Health and Social Protection of Population of the Republic of Tajikistan mentioned that conducted studies of recent years have shown the commitment of the Government to these financial issues of the HIV response plan and emphasizedthe increase of public funding by 2.5% from 2008 to 2014.  
"In 2013, through the technical support of   UNDP the National Capacity Development and Transition Plan was approved by the Minister of Health, which should be analyzed and further updated in 2016. Another important  document that was developed through the initiative of UNAIDS in partnership with  MoHSPP and UNDP is the “Modelling on Optimized Investment Approach for Tajikistan-Sustainable Financing of National HIV Responses”,said Mr. Murotboki Beknazarov, Secretary of the National Coordination Committee on HIV/AIDS, TB and Malaria Prevention in Tajikistan (NCC).
Representatives from international, national and civil society organizations, Ministries, UN Agencies, the national AIDS Center under the Ministry of Health and Social Protection of Population of the Republic of Tajikistan, representatives from networks of people living with HIV have also discussed the aims of the Global Fund New Funding Mechanismfor 2015-2017; issues of  regular planning of existing resources for HIV, through the implementation of in-depth analysis and to identify the existing gaps, strengthening the  internal innovative financing tools; strengthening the capacity of government officials and representatives of relevant institutions on budget analysis.
"Many developing countries, including Tajikistan will face the demands for the increase of funding to support HIV services such as needs for more coverage of PLHIV with testing and antiretroviral therapy (ART). Therefore, under the considered terms of the Global Fund and UNDP, the recipient countries should be ready to gradually increase their public funding of the HIV programmes to ensure their financial stability. This transition period can take several years and we should develop and implement a strategy paper aimed at sustainable financingof HIV responses",said Mr. Furkat Lutfulloev, UNDP Program Analyst in Tajikistan during his presentation.
One of the main outcomes of the National Round Table is delivery of Resolution derived from the presentations, discussions, proposals and observations of the participants. The document claims and guides for further struggling with unfavorable socio-economic effects in the context of HIV and AIDS and gradual transition to national funding of the strategies for sustainable fight against HIV/AIDS. The recommendations of the Resolution will be presented in the next session of the NCC.
