NDS and MTDP 2016-2020
In 2016 the Government of Tajikistan adopted the National Development Strategy 2016-2030 and mid-term development programme 2016-2020. NDS 2030 is focused on economic diversification and competitiveness, sustainable jobs, improving energy supply and transport connectivity, ensuring food security, enhancing public administration and developing human resources. These development priorities find reflection in the new UNDAF 2016-2020.
The NDS-2030 identifies new development priorities in consideration of both progress and lessons learned concerning MDG implementation and the new the global development agenda and the Sustainable Development Goals (SDGs). The M&E matrices of NDS-2030 and MTDS-2020 include goals and targets with clear reference to relevant SDGs.
The process of SDG nationalization is still ongoing. The country needs to adopt national indicators and relevant periodical targets aligned with the SDG indicators. There is a need for more in-depth research and technical assistance to MEDT and relevant ministries to define the baseline and milestones for proper assessment of SDG national indicators.
Newly elaborated, the National Development Strategy of Tajikistan is relatively well aligned with the priorities of the Sustainable Development Goals based on the commitments of Tajikistan expressed during the adoption of SDGs in 2015. It should be underlined that in 2013 Tajikistan was part of the wider post-2015 agenda consultations with involvement of representatives of public, private, civil society and population into the process.
UN is committed to further support the national efforts on nationalizing and operationalizing SDG/Agenda 2030 in the national policies and implementation strategies. UNDP appreciates the highest levels of government in Tajikistan which is a key to drive SDG implementation, as well as in oversight of monitoring and follow-up. At the same time the high-level attention ought to be matched with a bottom-up approach. UNDP /UNCT is ready to support the Government to ensure an inclusive and participatory approach which is open to multistakeholders involvement, including CSO, the private sector, and academic circle for effective SDG implementation strategy.
A new UNDAF for 2016-2020 was signed with the Government of RT on December 18, 2015. It is aligned with the SDGs, the National Development Strategy 2016-2030 and the Mid-term Development Strategy 2016-2020 priorities, and will contribute towards their implementation. It draws on the full range of expertise and resources of the United Nations Country Team (UNCT), government, civil society, and Development Coordination Council (DCC) partners to deliver development results for Tajikistan. The new UNDAF has four pillars and six outcomes:
· Democratic governance, rule of law and human rights
· Sustainable and equitable economic development
· Social development, inclusion and empowerment
· Resilience and environmental sustainability
Full implementation of the UNDAF will require an estimated total of US$ 363 million. This includes around US$ 51 million from regular or core resources and US$ 312 million from other or non-core resources. The total estimated funding gap as of today is US$ 139 million. UNDAF practices joint biannual planning exercises, undertaken by Result Groups that are co-led by Government and UN agencies and overseen by a Joint Steering Committee, co-led by the UN Resident Coordinator and the Ministry of Economic Development and Trade.
